Goals describe desirable changes in a target group. Where the target group refers to the receptors that are exposed to elevated risk (humans or animals). For example, the target group for a contaminated industrial site could be the workers, their families or nearby residents.
An example goal could be "To reduce health risks to sensitive groups of people arising from PCB contamination".
Overall goals should be broad-based statements that do not develop the strategies.
